Job Purpose
Provide strategic leadership for the LGR portfolio to ensure a safe, legal, and seamless transition to a new operating model. You will build the foundations for future success by minimising service disruption and focusing on long-term sustainability and improved outcomes.
Key Responsibilities
- Portfolio Leadership: Establish a disciplined PMO, translate political ambition into deliverable roadmaps, and manage the critical path.
- Governance & Assurance: Implement robust frameworks to manage risks, dependencies, and legal/constitutional readiness.
- Stakeholder Engagement: Build high-level relationships with Leaders, Chief Executives, and Unions while overseeing resident communications.
- Change & People: Lead organisational development, resourcing, and workforce transitions (including TUPE) while fostering a collaborative culture.
- Operations & Finance: Account for programme budgets, oversee ICT/data migration, and ensure "Day 1" service continuity for customers.
Person Specification
- Experience: Proven track record leading large-scale public sector transformations or reorganisations within complex portfolio environments.
- Leadership: Significant experience advising elected Members and senior executives on digital, financial, and workforce redesign.
- Technical Skills: Deep knowledge of local government legislation, portfolio management, and ICT/data transition requirements.
- Qualities: A resilient, strategic thinker with a collaborative style and high levels of political awareness.

- Delivery of a costed, time-bound implementation plan.
- Achievement of a "safe and legal" go-live.
- Consistent stakeholder engagement and stable post-transition performance.
