Job Purpose
To act as the Council's technical lead for housing development, acquisition, refurbishment, regeneration and specialist housing projects, leading technical feasibility, due diligence, option appraisal and concept development activities.
The postholder is responsible for determining the technical feasibility of development opportunities, coordinating specialist consultants, developing technical solutions and ensuring completed projects are compliant, sustainable, maintainable and fit for long-term Council ownership.
Once a project receives approval to proceed, the Development Manager assumes responsibility for project governance, programme management, financial management and overall project delivery, whilst the Residential Development Surveyor retains responsibility for technical leadership, technical assurance, compliance, quality and asset integration throughout the project lifecycle.
The Residential Development Surveyor is not responsible for day-to-day site management, contractor management, construction supervision, construction programme management or defects administration, except where technical advice or technical assurance is required.
Key Responsibilities
Feasibility, Due Diligence & Option Appraisal
Lead technical feasibility studies and development assessments.
Undertake technical due diligence on sites, buildings, acquisitions and redevelopment opportunities.
Identify technical risks, constraints and opportunities.
Develop and evaluate development options and recommend preferred approaches.
Prepare technical recommendations to support project progression.
Design Development & Consultant Management
Prepare technical briefs, specifications and employer requirements.
Appoint, coordinate and manage architects, engineers and specialist consultants.
Lead concept design development and technical solution development.
Review and challenge consultant proposals and design solutions.
Promote quality, sustainability and value for money.
Business Case & Governance Support
Provide technical information, assumptions, cost advice and risk assessments to support business case development.
Prepare technical reports and recommendations for governance decisions.
Present technical advice to project boards and stakeholders.
Technical Leadership & Assurance
Act as Technical Lead throughout project development and delivery.
Lead technical work packages and coordinate technical inputs.
Provide independent technical assurance throughout project lifecycles.
Monitor compliance with approved designs, specifications and standards.
Compliance, Building Safety & Quality
Ensure compliance with Building Regulations, Building Safety, Health & Safety, Fire Safety requirements, and other relevant standards alongside any financial grant compliance requirements from Homes England/ MHCLG.
Provide technical assurance and technical sign-off of design, specification and quality requirements. Support the Construction Manager in resolving technical issues arising during construction
Identify and manage technical risks.
Provide specialist technical advice relating to construction quality, design changes and compliance matters.
Asset Integration & Handover
Ensure completed assets are suitable for long-term management and maintenance.
Verify warranties, certification, compliance records and handover information.
Support lifecycle planning and future investment planning.
Lead lessons learned and post-occupancy reviews.
Person Specification
Essential Experience
Experience in housing development, regeneration, building surveying, construction or strategic asset management.
Experience of feasibility studies, due diligence and option appraisal.
Experience of consultant management and design coordination.
Experience of technical assurance, compliance and quality review.
Experience of construction delivery and client-side oversight.

Qualifications
Essential
Degree in Building Surveying, Construction, Architecture, Real Estate, Development, Property, Asset Management or related discipline.
Desirable
MRICS, MCIOB or equivalent professional membership; experience within local government, housing association or Registered Provider environments.
