Target Operating Model (TOM) Consultant
Role Overview: Reporting to the Assistant Director of Change, you will define the Council’s future organisation-wide operating model and mobilise the transformation portfolio required to deliver it. You will turn a high-level vision into a structured, credible blueprint for sustained organisational change.
Key Responsibilities
- TOM Design: Lead the design of a future-state model covering organisational structure, governance, core processes, and the enabling use of data and technology.
- Portfolio Mobilisation: Translate the "future state" into a deliverable programme of change, ensuring projects are prioritised and sequenced effectively.
- Strategic Alignment: Ensure the model is ambitious yet grounded in the Council’s financial context and commitment to resident outcomes.
- Senior Engagement: Work with leadership to shape and test design concepts, securing buy-in for transformation priorities.
- High-Quality Output: Produce clear, visual, and written documentation to articulate complex models and support informed decision-making.
Requirements
- TOM Expertise: Proven experience designing organisation-wide operating models within local government or a complex public sector environment.
- Organisational Design: Deep understanding of how service models, capabilities, and tech stack together.
- Portfolio Shaping: Experience in the early-stage mobilisation of transformation activity, moving from concept to delivery at pace.
- Strategic Thinking: Ability to navigate ambiguity and complexity, providing structure and momentum to future-focused work.
- Commercial Acumen: Understanding of the financial and demand pressures currently facing local authorities.
