Working pattern: Hybrid: 1-2 times per month in the office

Hammond Clarke are working in partnership with a London Local Authority in their search for a Finance Manager, Environment & Communities to join the wider business partnering team. You will lead on providing financial support for the Environment & Communities Directorate.

This is a senior role, reporting to the Head of Finance, with responsibility for managing a team of five staff and acting as the finance lead across key service areas. You will play a pivotal role in shaping financial strategies, ensuring robust financial management, and supporting senior leaders to make informed decisions that impact the borough.

Key Responsibilities:

  • Lead on financial advice and support for Environment & Communities, ensuring accurate and timely reporting, budget setting, monitoring, and long-term financial planning.
  • Provide in-depth financial analysis that goes beyond the numbers – identifying cost drivers, operational impacts, and opportunities for service improvement.
  • Partner closely with senior management to support strategic decision-making and performance management.
  • Ensure strong financial controls, governance, and continuous service improvement.
  • Manage and develop a team of finance staff.


About You:

  • Fully qualified accountant (CCAB or CIMA), or at final stage with qualification expected within 12 months.
  • Experience in Local Government finance ideally in the Place, Environment or Communities directorates.
  • Proven staff management experience.
  • Strong business partnering and communication skills, with the ability to influence and challenge at a senior level.
  • Commercial acumen and an ability to link financial performance to operational delivery.
